JOB OBJECTIVE: To provide strategic leadership to all divisions in India at country and company level with regards to Human Resources (HR) Programs, Human Resources Initiatives, Labor Relations (LR) and employment matters, and manage the administration of human resources policies and procedures.
Total number of employees supported: 11,600 (Management, assistance, production)
Total number of production employees supported: 8,700
Number of installations supported: Approximately 20
DUTIES: This position offers key responsibilities in in-country labor relations and HR consulting as part of HR support for several companies in India.
Collaborate with BU human resources managers and HR process managers to design and develop key human resources practices to support business strategy and ensure that human resources are an integral part of business strategy.
Develop an LR policy and strategy for facilities in India, including responding to key labor relations consulting assignments identified by business units or the company and leading labor contract negotiations for India by ensuring consistency across facilities, where applicable, while aligning with corporate strategy.
Advise staff and management in the areas of negotiation and administration of wage contracts, employee benefits, workers’ compensation and disability management, grievance procedures, arbitration , analysis and hourly placement of jobs, unemployment issues and employee records.
Manage labor relations and labor relations activities in India ensuring that individual divisions adhere to company strategy and employment requirements in labor relations and labor relations policies and processes .
Provide advice, support and technical training to LR and HR managers within business units
on laws and job requirements to ensure compliance and consistency, where applicable.
Manage the company’s campaign strategy for India, liaising with other functional areas as required. To assure
proper monitoring of social media, stakeholder engagement, monitor supply chain and supply interference, and constantly stay on top of trends and union ties to minimize risk to the business.
Trusted advisor to business leaders on restructuring and footprint changes, global union federations, global framework agreements and contingency planning to reduce disruption to the business.
Identify the need for company action or policy on major labor relations issues in India and develop and propose such action or policy.
Liaise with internal and external legal advisers as necessary to ensure adherence to national standards and
international labor law.
Support the standardization and implementation of the process for rewarding and recognizing (unionized) production workers at every facility in India.
Represent Caterpillar on external labor relations / advisory boards to share best practices
with other organizations and improve understanding of industry trends, upcoming legislative changes,
Keep HR, LR and members of the corporate leadership team informed of changes in policies and procedures. Work with employees on all payrolls and all shifts, including unionized employees.
Provide direction to facility management in the interpretation and application of employee policies, practices and procedures, as well as international laws, where applicable, government regulations and internal investigations to improve consistency and to maintain and improve the working environment of the installation.
Compare internal and external companies and initiate policy changes to improve business unit results across all facilities in India. Evaluate the effectiveness of human resources policies and recommend necessary changes / improvements. Provide guidance taking into account the impact on the business (financial), employee morale and consideration for the future (new practices, policies and procedures). Provide leadership for Diversity and Inclusion activities within Divisions and in India.
Lead country level projects to improve compliance with values in action, contract compliance, employee engagement and safety. Support BUs in India to develop local talent and create an ongoing talent pool.
Act as a company representative to all BU salary settlement negotiation teams and as company spokesperson in local negotiations. Responsible for concluding local wage agreements and risk control.
BACKGROUND / EXPERIENCE: Extensive experience in the following human resources areas is generally required: labor relations, benefits, compensation, employment practices, employee development and training with a working knowledge of operations. Requires master’s degree in business administration or law or equivalent experience, plus 8-10 years of progressively responsible professional experience. Excellent interpersonal and leadership skills are required to deal with sensitive issues, develop others, or persuade others inside and outside the department to take specific action.
